It's a combination of everything.
If I used just one of the metrics as the most important, then Eminem and MC Hammer would be at the top of one list, and conversely Big L and Big Pun wouldn't even crack the top 25 on another (longetivity).
If I used catalogs as the end all be all, The Roots would be top 3-5 and Mos Def would score negative points for how inconsistent his is.

it depends on when they drop their subpar material.
i dont take points off when rappers drop bad albums after theyve already become a legacy act - as you call it.
but when they drop subpar material in the midst of their run, thats when i take points off.
The timing of the material doesn't really matter to me. Nas and Jay both dropped a lot of subpar material during the height of their popularity - but then they bounced back with strong LPs (or runs). At the end of the day - I look to the good stuff.

how often you personally listen to something doesnt necessarily determine how good or bad an album is. if anything, it mainly determines your favoritism.

I'd put nikkas like Chamillionaire or Mystikal in my 10 over consensus greats like Nas or Rakim because I spent my formative years jamming their shyt religiously.I never fukked with a Nas album and not for lack of trying. I dont think its all that. To be fair, it was a little before my time and I was raised on southern/west coast production. Plus, it was so hyped as the greatest shyt ever, it created super high expectations. I feel like its one of those "you had to be there" situations honestly.

ehh, rakim & krs still get crazy play. i mean, its saturday night. turn to your local urban adult radio station right now, and youre bound to hear an eric b & rakim joint. i'd say that they get more play than mobb & nas at least.
it depends on who youre using as examples. i mean, naturally, most people who got into rap in the mid or late '90s will play artists like the latter endlessly while they probably havnt even heard much of rakim & krs' catalogs.
