well I think you can say something when they pretty much state that their target framerate is 30fps
I think it's clear that they know people are used to, and generally happy, playing games at 30fps
as I've said a few times, almost any game could run at 60fps, if that was their goal. it almost always comes down to a design decision to pour on more intensive graphics, while sacrificing the framerate

THe rumor for watchdogs came from neogaf and has no links outside of a madeup article found on gamefaqs and softpedia. This was not reported by any legit gaming sites.
The metal gear rumor, is just not true unless you count the integration of Kinect as making the game better.

At E3 plenty of websites you never heard of attended and conducted interviews
