Cause why not? That tax write off is a myth. You get tax breaks on things you spend money on. So the bigger "break" would be to save your money and not have the artist in the first place.
But why keep them? Why not. You sign them. Give them 100k advance and again, if they not dropping albums you don't have to pay them. So if they blow up one day, you own them. If they never do, you didn't lose shyt cause you didn't have to pay them anyway.
Either that or they beg to get out the contract. At which point you sell the contract to them or another label. Or pull a puffy and let them out free, but get a cut of everything they do in the future anyway
