Not quite. The bottom feeders in the East are getting better like Milwaukee and Orlando but the actual contending playoff squads haven't gotten much better. Indy got worse, Charlotte hasn't been consistent, Brooklyn is horrible, and even Washington has been looking so-so. Toronto, Chicago and obviously Cleveland are the teams that got better
