The difference in the draft this year is there is no real reason to tank. Most years, everyone is fighting to get the #1 pick, but this year, its a good 4-5 top level guys to pick from that would fit most teams. And as we have seen from past draft lotteries, you can still be in the 5-9 range and get in the Top 4.
