I dunno, he was over as the face leader of DX. He was arguably the second biggest face after Austin in 1998 (fluctuated between HHH and Mankind). When he turned heel and Rock turned face, it was a wrap for him.

I just was watching WM29 recently and it was uncomfortable how quiet the crowd was during Brock/HHH. I would wager I could stand up and shout anything at the two of them and they'd hear it like they had Bose headphones.
