Hurts the people who had jobs making $60k and above and lost it, many of them still aren't employed and it makes no sense to work for half of that when you have bills equal to what you made.
Doesn't really hurt the folks who made 30k to 45k much since with the unemployment they should be able to maintain until they find work.
Problem is finding real work, plenty of jobs paying 30k out there but if you made double or even triple then that's a waste of time, can't keep the lights on.
I see the mentality though, they really trying to appeal to the bottom half who will be more desperately seeking assistance, they see the 50k and up workers are most likely "special and should plan accordingly) 
I get the mentality but I still feel no way in the world they'll cancel school loans of 50k and give people a easy ride, these are still rich politicians at the end of the day, most probably more right then left by a mile with the exception of a few.
