Reparations won't happen. So what will motivate black voters?

This thread crossed my mind. Shower thoughts. If Democrats are losing at the booth due to CRT, you know they're going to be hesitant on the subject of Reparations. Something I just found out today, HR 40, doesn't necessarily need to go through Congress. Biden can do an Executive Order on the bill. He won't though cuz the GOP will exploit it the same way they did with CRT. They definitely do not have the votes to pass it through Congress. Manchin and Sinema will see to that.
