The thing is..Cena should be more than good enough to carry going heel. Should be like driving a car...The answer is that there's no answer. There was never a plan or a storyline beyond the initial turn because it was always about the moment. Nobody thought about the moment after the moment.
Cena was never going to give a straight answer anyway, but I genuinely think he doesn't know what was supposed to happen. He tried adding his own touches (intentionally changing his wrestling style to piss people off, his promo in Lexington), but you can tell he was playing by ear the whole time. Triple H thought it would be cool to see a heel Cena because it had never happened, but had no ideas outside of that. Rock and Travis not being involved like they should have didn't help, but the foundation was already shaky.

Let's go back to 2012...there's a choice to make. The People's WrestleMania in Miami. WM 28. Now you have Cena win via heel turn by not being able to beat Rock clean or Rock wins clean like he did but Cena clips his knee in the celebration and does the heel turn he truly needed in that run. Easy booking to me.There was only so much Cena could do with the time he had, the writing getting worse, and the fact that he hadn't been a heel for over twenty years. He had to have a generational heel run in just a few months, which would have been impossible.
He should have turned heel in 2012, but Vince put a stop to it. His promos about the fans abusing him would have hit way harder back then.

My biggest issue with Cena’s heel run was the entire presentation and look of it. Cena imo needed to completely change his theme, ring attire, and overall presentation (wearing suits in non-ring segments) and lean into the corporate/PR Cena style interviews he does now ironically enough. Him still wearing Cena Last Time in Whatever City/Country and Jean shorts while cutting half-hearted heel promos killed it for me. Clear, that Cena wasn’t all into it and WWE still wanted to sell Cena retirement run merch. If both sides were more committed to actually giving a legendary heel title run, it could’ve worked a lot better imo.
