No. Brees was a second round pick, and Russ was a third round, meaning Brees success didn't make teams reassess their philosophy on QB stature.

Kyler and Bryce are #1 overall picks because teams are afraid of missing the next Russell Wilson who can at least be good enough to win on a rookie scale deal while building everything else. That's a trend regardless of height but him being the first to do it with the rookie scale deal has teams willing to overlook being 5'10" if the tape is good enough.
