Its both. Developmental but also a business brand they need stars to sell shows and also help mentor the new talent

yep, so basically at this point, Joe is high level "enhancement talent". They have more plans for him on NXT than they do SD or Raw.

NXT has had alot of talent that already was developed elsewhere. So that kind of gave them an advantage because the talent wasn't green. Now they haev to build their own. For every Charlotte they build, there might be 5 others who fail.

Joe will get called up eventually and might get one big run in his career.

The events are for 300 to 1,300 people. Put Ibushi, Roode, Itami and Zack Sabre Jr. in those events and they will sell out too. What sells is the "NXT = super indy" vibe, as long as you put workers that are known and/or considered very good by that audience, they'll keep selling out.
