Smackdown had Brock, Angle, Edge, Rey, he who shall not be named, Eddie, Taker, WGTT, and Cena. Plus nobody was being outright buried on that show by one fukking guy.

Like I said both Angle and Show had beaten Brock during that period. Even with the guys Brock was beating nobody was made to look bad because Brock had to put in work to beat them and him and Heyman weren't burying people on the mic during feuds.
On Raw HHH was outright burying people to get himself over while doing long boring 20 minute promos to start Raw. HHH was the focus of Raw during that time and Raw was unquestionably horrible. shyt didn't become watchable again until Rock came back.

Up until he got his championship match the only one he had to put in work to beat was The Rock. And Triple H as the heel champ might was well blame Ric Flair for doing the same thing back in the day.
Brock had only been in WWE for a few months before he faced Rock for the championship, they had to build him up to get him to the championship level.
And the difference between Ric Flair and HHH is that Flair was actually a draw, was putting on great matches with EVERYBODY, Flair wasn't burying people, and fans weren't outright put off (not buying tickets or watching shows) because of Flair.
You can be a heel champ and not bury people in the process. Hunter was beating people CLEAN during that time and there was rarely any payoff to his feuds beyond making HIM look stronger.
