Not always true. You can have an average deal of 10 million, but have a 5 mill cap hit, and be cut before the whole deal is paid.

No it does not. The per is just the average of the whole contract.

As a example, let's look at Jairus Byrd contract with the Siants. 6 year 54 million contract with the saints 24million guaranteed. That is roughly 9million per. But by the saints giving Byrd a 11 million signing bonus, they're able to spread the cap hit over the 5 years. And his cap hit in year 1 is only 4m.
