It's mainly an economic issue imo. Places that have a poor economy will have high crime which leads to many issues. You can even look at poor white areas and see there are heavy crimes among those communities. There's a reason why you don't see other races not hating each other as much because they usually live in areas with decent economic conditions, which keeps the community in control because they have a lot to lose. Until these issues are fixed you're going to have hate among communities.
