nah. It depends which country you speak of. I'm actually dealing with Sino-African relations (which is one of the reasons I'm in china).
For example my country DRC, for every 1 chinese worker, you have to hire 3 congolese. Our politician is very smart, president Laurant is a very young guy in his 30s, these new cats are not being fooled a second time (the ones that are are old dictators). The reason Laurant created this law is to anticipate DRC to be self reliant. Also, he wants china to build factories in Congo, and be the factory for China for when China gets its own middle class in the future. Basically he wants to be like what china was in the 70s, and then eventually once more and more congolese become employed and the university facilities (the chinese are building) are finished, they can be self reliant 100%. I think Angola is going that same route and Nigeria, Ghana and Ethiopia are already there. A lot of these countries are sending their students to China to learn chinese too. and the students are actually going back after they get their BA and BS degrees.
China isn't planting a seed, the chinese have always, throughout history, been great traders and not exploiters. Remember the Ming Dynasty already traded with east africa. It's where the Great Zimbabwe got a lot of money from. same with Zanzibar. We just have a self esteem problem and think that we are too stupid to learn from our mistakes in the past. which is sad because I think a lot of countries have, not all, but many. Botswana is a great example of that.

But how do you explain China preferring to use direct government to government aid, instead of informal aid like the U.S and Europe. They have to know majority of the money is going into the pockets of corrupt politicians and not the people of their respective nations?
