The city will be putting up 200 million by adding what will basically be a tourism tax in the form hotel taxes and taxes on destination places.

The people in the city will not be affected by it with the plan they agreed to today. Basically the city of Atlanta is banking on already being a top travel destinaton fitting the 200 million dollar stadium bill that would ultimately make it an even bigger travel spot with MLS, the Superbowl, and World Cup possibly coming here.

It's a low interest loan fund.

The so-called G4 financing plan is based on a provision in the new collective bargaining agreement that allows up to 1.5% of league revenue to be credited for new stadium costs. Yesterday the NFL approved specific language that could allow up to $200 million to be allocated to building new stadiums in a team’s home market.

Here are some of the key details of the new financing plan (via footballphds.com)

Up to $200 million for new stadium construction
Up to $250 million for stadium renovation
Repayment of G4 financing by the team over 15 years through revenues related to premium seating;
G4 loans to teams will be determined on a case-by-case basis by the NFL;
G4 loans are available to only public-private stadium projects..

That is just pure stadium cost. There are local infrastructure cost that the City itself will have to cover that are undetermined right now. Blank pledged 50 million separately to that that is far from resolved.
