I've seen someone i know get charged for assault and theft (it was bs related to a domestic). His own lawyer tried to make him take a plea deal where there would be a restraining order and some other shyt. He told the lawyer he's not taking the deal. I think he even went to court and plead not guilty. After a couple of weeks, they dropped all charges because of insufficient evidence. Only "evidence" they had was the girl's deposition. The idea is that they thought if he's broke, he will probably accept a plea deal instead of paying lawyer fees. But he called their bluff.
Now I'm not saying that's what's going on with tory because it is a high profile case. But anything is possible i guess
