Well, in the 90s, Black people and Latinos in NYC, for the most part, got along well especially those who lived within Harlem.

I'm not sure about Brooklyn, Queens, etc, but Black people and Latinos uptown were pretty close, but things changed when the 90s ended.

Relationships are not as tight as a whole; there's been more strain and tension since the mid-00s and onwards due to those generations (boomers, Gen X, and older millennials) getting older, whereas younger generations (young millennials and Gen Z) don't have that same feel.

It's funny tho, upstate in places like Buffalo, Rochester, and even here in 'Cuse, Black people and Latinos don't exactly mesh as well, not that there's tension but you can feel a standoffish demeanor among some. Bruhs out here in 'Cuse don't trip over themselves for Latino women the way NYC dudes be doing.

are the Ricans in upstate NY Black? Boston and NYC have a LOT of Afro Latinos. this is different than Florida where more of them are white

I'm not too sure to be honest.

I would say there's a mixture of white Latinos and Afro Latinos, but it's a bit harder to distinguish the difference compared to NYC and Florida, because Latinos upstate don't really stand out, culturally; instead, they just blend in.

Attitudes are much different tho, White Latinos in 'Cuse, at least to my knowledge, are not as racist as the ones in Florida. Afro Latinos here in 'Cuse are pretty much blended in with Black folks, culturally, to the point, they're indistinguishable. Meaning you wouldn't really know an Afro-Latino unless they made it a point to boast that they're Latino, you would just assume they were Black because they are ingrained within Black American culture.

You're more likely to find Afro-Latinos out here cooking and eating soul food, more than they do Latin food.
