Yes when he has the ball. I mean when the pick comes above the arc and he's getting trapped - what do you think is the best option for him to take? Throw up a wild shot over two players well behind the arc or pass to an open man?
Of course he can, but even when there's no pick he still gets doubled and trapped; forcing him to move the ball.
A large part of the Warriors offense is all its moving parts - in order to get the best shot possible - it's not going to be him going ISO over and over. Or dominating the ball when they have him play off of it to open up the floor for the rest of the team.
As soon as he starts hitting them (like we've seen in this series), the Cavs go back to overplaying him to get the ball outta his hands. It's the byproduct of being the best shooter that ever lived in the most advanced defensive era.
