IIRC your standard phone device is only off once the actual lith battery is dead. If your phone is "dead" 0% it's still active

your phone isn't ever "off" unless you can physically remove the power source, the battery. If you own an iPhone or any other phone with a battery that can't be removed, your phone isn't ever truly "off"

I suspect that he's being helped by either his Fraternity brothers or by law enforcement. Possibly a frat who's in law enforcement.
