You can do a budget reconciliation bill with 51 votes... once per year.

GOP did it in 2017 for the tax cuts when they controlled the House and Trump being in the WH. So yes, control of the Senate does matter.

They tried to repeal the ACA via budget reconciliation in the summer but they couldn't get to 51 votes because McCain, Murkowski and Collins all voted against repeal.

So, their last ditch effort was the tax cuts, which helped sink the GOP in 2018.
