?Ultra Man was in a costume acting as the Hammer of Boravia. Had the Hammer of Boravia killed him he may have gotten credit for building that weapon. But he wouldve also been hated for one of his weapons killing Superman. He couldve killed Supes without govt permission,but wouldve had to do it secretley. By first getting dirt on Superman,then going to the govt he can publically take credit. And he was going to kill him in the void,but the govt had questions.
