Maybe this is unfair, but...
1993 - Cris Carter was 7th in receiving yards
1994 - He was 7th
1995 - He was 7th
1996 - He was 10th
1997 - He was 14th
If you take a look at 1993 (which I think is a generally good assessment of his contemporaries), here's how that played out.
1. Jerry Rice - 1503 yards
2. Michael Irvin - 1330 yards
3. Sterling Sharpe - 1274 yards
4. Andre Rison - 1242 yards
5. Tim Brown - 1180 yards
6. Anthony Miller 1162 yards
7. Cris Carter - 1071 yards
Cris Carter was good, but it's probably fair to say that Rice, Irvin, Sharpe and Brown were all better Wide Receivers than he was.
And I don't have a problem with the 5th best guy at his position (and maybe that's a bit generous) in his era being left off the HOF ballot (even though Carter basically cried himself in)
