No. An African American is a Black person that descends from the Africans brought as slaves to the region now known as the US. List of people who are Black but NOT African American:

1. Black people born in Africa that move to the USA.
2. Black people of the diaspora that move to the USA.

Bottomline, African American is an ethnicity...it has its own cuisine, its own customs, its own music, its own language and people fling the term around too loosely.
