It's a locality issue. Most people aren't willing to move, so they would return to the same place that fired them because they are the only shop in town. For example with a employer as large as Microsoft firing thousands of people in that Washington area, any available job openings in the vicinity for their specialized fields will immediately be filled.I can’t phantom the idea of getting laid off then trying go right back.

I mean seeing how tech workers were moving for a few years and broadcasting it to the world like a badge of pride, I'd say it's getting off kinda light.
I always felt the real brehs at least getting to it in Tech prefer moving in the shadows, usually it was the hate to say "DEI" folks with bullshyt roles who were doing all the social media theatrics paired with a few of the narcissist tech cats (non black) who wanted to pivot to grifting.
I saw how much money tech workers were making and then I saw the videos of them basically bragging about how easy it is how how little work they actually do and thought to myself 'You just can't fix stupid.' how much they were telling ON THEMSELVES. They thought talking shyt about how easy it is to work at Facebook or Microsoft, and then post the video ON FACEBOOK FROM A MICROSOFT DEVICE OR THROUGH WINDOWS would go unnoticed? There is a difference between intelligence and being smart. You can teach intelligence, you can't make someone smart; either you got it or you don't. A lot of tech workers are intelligent educated idiots.
