After reading this... I understand his vote. Between the various studies and organizations and other state governments that have already done this work and research, the information is there. Focus needs to be on the execution of a plan. If he voted down a tangible plan that was presented on how Maryland would go about reparations for black people, I would get the outrage more.

With AI in place and with the wealth of information/studies on this already, spending more money for more research is more than likely not necessary at all.
