They should do it a week before the season starts. IMHO

During the end of preseason?
There's no real ideal time for the HOF stuff. Football does it at the start of preseason. The NBA does it the month before. It gives any player who wants to go the opportunity to do so (baseball does it during the season which is great for Cooperstown but players can't show their respects while they have games). Closer to preseason is nice but y'all gotta look at it this way: if you love hoops, you're gonna focus on the hall of fame. The Friday before week 1 of football shouldn't affect anyone anyway.
It would be kinda cool to make post July 4th a HOF induction for each sport bi-weekly
Yeah last week of preseason or day of last preseason game.
All the players that matter aren't playing then for real and they would have the ability to head out on a Saturday and participate still, while also serving as the gong for the season starting.
The NBA needs to do something in my opinion to combat the perception that the NBA season doesn't really start until Christmas Day nationally.

There's nothing any league can do about that perception. The holiday just marks a certain point where you can get a decent sense of where teams are. Same with MLB and Memorial Day or even the NFL and Thanksgiving in terms of teams serious about the playoffs.
There is plenty a league can do about perception, that is what PR agencies exist for. You just have to be committed to following through with it. IMHO.
NFL isn't just starting on Thanksgiving either, NFL has done a good job of positioning everything on field about its product as being major. Season kickoff is hughe, kickoff weekend is huge, all the way to the super bowl.
Do a weekend with a 4-team tournament to start preseason, NBA champs vs All-NCAA team vs Euroleague Champs vs rotation or hybrid of Chinese/Australian/South American league All-Star teams

It’s the HOF for basketball not just NBA.
Also they usually announce during ASW I’m pretty sure no ASW affected that this season
