Because it’s not. UT recruiting points this out for you. There’s a reason they have to go national or raid neighboring states. I can only speak on Memphis but does facilities the kids there have to work with/play in are third world status and the local govts aren’t pumping $$$ into them to build them up when they have some of the worse K-12 nationally

And Memphis kids don't even fukk with the U of Tennessee like that. It's like they are in 2 different states. There's some talent in Tennesse, but they don't have enough to build a championship team, when you take in all of the factors. That's why they have to try and hit ATL, N.C., S.C., Ohio, Virginia, and used to be able to go out to California and other states out West to get recruits. It ain't poppin like that at Tennessee anymore. If they can get a good coach, they better stick with him even if they only win the SEC East 1 time out of 4 years. Have to be realistic about the situation. Most Tennessee fans are not.

Pretty much this. There is talent here, I'm from Knoxville and the high school ball has improved but there just aren't enough high quality players here to go around. Especially since Memphis is more of a basketball town anyway (largest black pop). Also, for some reason UT isn't interested in recruiting in state guys that much anyway (extends to the fanbase as well).
