What's to stop owners from not speaking to anybody until 12/23 knowing that the player gets punished financially for not signing by 1/1. Tucker, for example, might go from 5 years 300 to continuous 1 year contracts

They have salary caps. MLB doesn’t.

Players choose in the NBA. Players negotiate in MLB.

In the NFL, a team can go crazy and spend knowing they may able to get out of a deal 2 years later. In MLB, in theory I never have to participate in free agency because I have a minor league system. Bad teams overpay in the NFL and sometimes the NBA. You can be pretty good in MLB and still need to overpay someone.
