On what grounds is the NCAA disallowing joint-spring practices? and why?

If two schools want to scrimmage wtf is the harm in that? "secret scrimmages" and scrimmages happen all the time in hoops between major programs, why couldn't football do it?

Only time mike did good is Oklahoma or with talent the issue with him was bad defense and he was winning with me and you at wr and @Trust Me as a qb

Lincoln’s issue is his defenses were bad and when he finally got a good one he had an ok qb and wrs
