Yeah. All of them were some of the strongest in the era. If a combined attack from them did nothing what does Luffy have to do to damage them? Especially if he can't hurt the gods knights right now. I've seen theories that there has to be another form of G5. Re-read the chapter and I got a theory
I'm almost 100% sure Garp is the founder of SWORD and its true goal is to bring down, the Yonko, Imu, and the Celestial Dragons behind the world government.
I also think Law, Drake, Coby, and Kuzan are also members of SWORD but members are not told of each others identities incase Imu was to ever turn them they couldn't snitch on each other. For example when Drake let Law out of the prison that was Drake also letting Law know he was SWORD too.
Sengoku might lead the Marines but I Think Garp runs SWORD, or at least God Valley inspires Garp to create it. Fujitora might be a member or he might not be. I could see it as him being recruited and set up to be an admiral. Any Marine who was mentored by either Garp or Sengoku are SWORD members.
I also think looking back at the death of Ace Sengoku was allowed to hold Garp down because if he attacked Akainu after Ace was dead everything they/he built to defeat Imu would have been destroyed without them there to protect it.
I also think after Marineford it was clear Sengoku was going to have to step down so Kuzan tried to take his place, but when he failed Garp and Sengoky retired because there was no way they could run sword behind Akainu’s back.
