The High Chief of the Panther clan is whoever is Black Panther and ruler of Wakanda. Right now T'Challa isn't the ruler of Wakanda he's Bast's personal warrior and "King of the dead". Shuri is the High Chief of the Panther Cult.
That shyt was WELL established during Priest's Black Panther run and even during parts of Hudlin's.
So it's finally over..hopefully Storm can get her push back. And
