Yeah but are the likes of Arsenal, Spurs and you can include Liverpool and maybe Man U in that list going to spend the money to stay competitive
They don't like spending money, they like to generate the money so they can line their own pockets with it

They will restrict crazy spending and spread the wealth. They will probably establish a minimum spend threshold. If you're a top player, all the money is in the ESL, whether it's Liverpool, Arsenal, Inter, You're not tripping. You just want in.

The Premiership is a hybrid of this league. England is a Super League now. Top players going to Wolves, Leicester, Thomas Partey wanting to leave the potential champions of Spain for 8th placed Arsenal. Rodrigo leaving Valencia for a promotion team.

Going off what we see in the US. FSG and KSE spend but it's not like Chelsea or City.

Basically the smaller clubs in lower leagues need the Super to Big clubs transfer money which filters down via the mid tier clubs to not only within country but throughout the region. With the big clubs out of the picture it puts the transfer market at risk and probably ends up having a universal salary cap across the board. With many smaller lower tier clubs going out of business as their income will be dramatically reduced.

Take Neymars transfer fee (even in installments) probably helped anywhere from another 6-10 clubs. I'm not doing the paper trail btw.

I got the setup, what im asking is who are in those really low levels. Are those like minor league teams and those players just play there until a higher level team buys them or are those teams like Paddys Pub Soccer Club and its just a bunch of neighborhood guys on a squad. For example would National League North be equivalent to AA baseball in the minor leagues here in the states.

Those lower levels are comprised of semi pros / amateur level footballers.

You have some players from the lower league levels work their way up so it can definitely happen. Jamie Vardy is probably the best example.

Also if those 12 clubs dont get to play in any UEFA and FIFA competitions then they do not have any incentive to hoard all the best players to be able to compete in 4 leagues/cups a year as they do now. They would probably need 23 players tops like WC squads.

And with all those lower clubs at risk, it could also pose an economical collapse for all Euro and foreign feeder clubs. That's when governments come in and regulate.
