I moved my network card up to the very top pcie slot on my mobo and updated the drivers for it and my speeds jumped up 40Mbps.I wonder if my shyt speeds are due to my network card?
I mean i'm hooked up straight to the motherboard.
Should I try getting a network card for the pci slot?

I have the 150mbps service, yet the highest speed i've reached is 33.5 download....

.Got damn, something definitely crippling your speeds, probably your router or whatever you using to connect to the internet or both.
Changing the settings in Blops 3 didn't fix the flickering

I wonder if my area has bad peak usage or some shyt...because last night my shyt was like 13mbps download, until like 2am.
could it be that your modem isnt fully supported?
I got a Arris Surboard Modem SB6121150Mbps and only getting that?
I plug my desktop directly into that.
DOCSIS 3.0 says it can handle speeds upto 172mbps.

That's why, DOCSIS 3.0 got thrown in the bushes around 2013 and DOCSIS 3.1 came in. You should upgrade to a 3.1 modem
