But just like in your Hurricane Katrina example: we have agencies to deal with it but not if it’s something we didn’t really plan for like dams breaking.

We also had a pandemic outbreak plan that was tossed aside and CDC that was ineffective.


A real cyber war would be a first.

They've definitely planned for a major cyberattack coming from Russia for years. That wouldn't be a black swan like Katrina or the Pandemic.
