It appears as though those hoping to buy Bayonetta 2 digitally won’t be offered the original Bayonetta. This was discovered on the officialproduct page. However, if you purchase Bayonetta 2 at retail you’ll be given the first Bayonetta game for you to enjoy.

“The retail version of Bayonetta 2 comes with the first Bayonetta game. Digital downloads of Bayonetta 2 from Nintendo eShop do not include the first game.”

With how Nintendo handles their digital systems it's a better bet to go physical anyways unless you get a deal through the eshop.
