You cant blame it on poverty either. India and pakistan for example are poor as shyt but their violent crimes are low so in my opinion it is a cultural phenomenon.
When it comes to Latin America violence unfortunately is kinda endemic to the culture; People have a low tolerance for perceived slights/insults, and in many places the corruption and weak law enforcement infrastructure in rural areas means the might-makes-right mentality prevails.

each of these countries has different circumstances that will produce different outcomes.
just because violence is higher in one place than another is not evidence of a unique "cultural phenomenon"
in Brazil and Colombia in particular there are basically ongoing WARS between armed groups and the authorities
when will ya understand that stabilizing urban areas is one of the biggest security and governance challenges facing HUMANITY
