He doesn’t really have a claim to fame. He was hired allegedly to restore discipline to a ravens team that just 2 seasons prior were 13-3 with the top defense in the league in points, yards, passing yards, turnovers, defensive touchdowns, and I think red zone percentage while finishing 2nd in sacks by 1 and rushing yards allowed too. All they needed for Billick to get them over the top was to stay healthy and to get him a quarterback who could play at the pro level which happened regardless of what Harbaugh did.
When he first arrived he tried bushing the pregame stuff Ray would do and both he and Ed Reed disliked him almost right away. He’s never been willing to embrace the identity or culture of the team prior to his arrival and I think it’s a big reason why they have always been so bad against contenders. His predecessor was an offensive minded guy but once he realized what kind of team he had, he accepted what they were and got on board with playing to what the teams core strengths were.
The red flags were on display from day one too. He was 0-4 against the colts, titans, and Steelers during the regular season his first year while they finished 1 game back of Pittsburgh & Indy and 2 games back of Tennessee. By his 2nd season the guy who was hired to restore discipline was coaching the most penalized team in football. By the end of the 2010 season he presided over a team that led the league in blown 4th quarter leads that season and was 3-10 against the Steelers, Colts, and Pats so he clearly was overmatched against great coaches. Like you mentioned once Ray retired and he chased Ed out he was a week 17 of fortunate tiebreakers in 2014 away from missing the playoffs 5 years in a row while after every bad loss he gives a word salad coach speak answer usually about it being a heavyweight fight where the other team just made a few more plays while never acknowledging anything he could’ve done differently.
The short version is that Billick shouldn’t have been fired to begin with given the circumstances but if they had to can him then the obvious move was to promote Rex Ryan to head coach since he was already a mainstay in Baltimore and helped build the team culture/identity anyway. He was the clear MVP of the coaching staff in 2008 and it was obvious to everyone that the team would lose a step or two once they lost him that winter.
Rex probably didn't get the promotion for one of these two reasons:

After Ray retired and Ed left they were completely irrelevant until Lamar came in and carried them to the playoffs outta nowhere. Where is the Harbaugh imprint?

The drive after the pats get the score and conversion, they don’t even put Henry on the field and don’t involve flowers on any of the plays either. Both of them were rolling the previous 2 drives, so naturally this coaching staff leaves one of them on the sidelines and doesn’t draw any plays for the other the next drive.I'm watching post game coverage here and they're interviewing fans.
