Its really a needle in an haystack. I worked with CPS kids and they tell me they were better off at their old home than their new one

Not necessarily, CPS relocates through the family first so if the family is shyt BUT want the kid, there's not much you can do. If none of the family wants them then yeah, they'll go to a group home or foster. What else could they do?

And if a kid is removed, I can guarantee they're not better off in their old homes. There's so much litigation and time that goes into permanently removing a kid
