Recently former Secretary of State Condoleezza Rice added her voice to those who have long been urging the Republican Party to reach out to black voters. Not only is that long overdue, what is also long overdue is putting some serious thought into how to go about doing it.

Too many Republicans seem to think that the way to "reach out" is to offer blacks and other minorities what the Democrats are offering them.

Voters who want what the Democrats offer can get it from the Democrats. Why should they vote for Republicans who act like make-believe Democrats?

Yet there are issues where Republicans have a big advantage over Democrats — if they will use that advantage.

The issue on which Democrats are most vulnerable is school choice. .

There are some charter schools and private schools that have low-income minority youngsters equaling or exceeding national norms, despite the many ghetto public schools where most students are nowhere close to meeting those norms. Because teachers' unions oppose charter schools, most Democrats oppose them, including black Democrats up to and including President Barack Obama.

New York Mayor Bill de Blasio's recent cutback on funding for charter schools, and creating other obstacles for them, showed a callous disregard for black youngsters, for whom a decent education is their one shot at a better life.

But did you hear any Republican say anything about it?

Minimum wage laws are another disaster for minority young people

There were once years when the unemployment rate for black 16-year-olds and 17-year-olds was under 10 percent. But their unemployment rates have not been under 20 percent in more than half a century and has been more than 40 percent.

Why such great differences between earlier and later times? In the late 1940s, inflation had rendered meaningless the minimum wage set in 1938. Without that encumbrance, black teenagers found it a lot easier to get jobs than after the series of minimum wage escalations that began in the 1950s.

Young people need job experience, at least as much as they need a paycheck. And no neighborhood needs hordes of idle young men hanging around, getting into mischief, if not into crime.

Republicans have failed to explain why the minimum wage laws that Democrats support are counterproductive for blacks.

Are issues like these going to switch the black vote as a whole over into the Republican column at the next election? Of course not. Nor will embracing the Democrats' racial agenda.

But, if Republicans can reduce the 90 percent of the black vote that goes to Democrats to 80 percent, that can be enough to swing a couple of close Congressional elections — as a start.

Even to achieve that, however, will require targeting those particular segments of the black population that are not irrevocably committed to the Democrats.

Alright I sure don't agree with this guy ever but I understand his points.

Thing is, spending power of min wage earners has fallen over the past 40 years. It makes less and less sense to work for the current min wage. If I'm telling 17 year old Bobby, "hey get a job at Micky D's instead of hanging out on the corner" then Micky D's better hold the incentive. You can't tell someone to stop doing A if B isn't a good alternative. Nix the min wage laws and tell some kid to work for 4 or 5 or 6 dollars an hour.

Sowell ignores the larger problem of income inequality. This bootstrap mentality is old shyt. Doesn't work like that anymore. I was just talking with my dad last night about how he could work through the summer at a box factory (made about 3x the min wage then, good luck finding that now as a laborer) and go to college the rest of the year. Doesn't work like that now because spending power is different. Min wage laws are a symptom of a larger problem.

I really hate the two party system

If the problem facing black kids is shyt schools, who gives a fukk about charter schools. Why not just make the regular schools better so that kids dont need the charter schools

And the black job problem goes way beyond minimum wage, so to try and force the issue through that needle eye to better pump it up for one side or another is another failure. USA measures economic activity based on output, when in reality it should apply much more weight to job growth. But then we cant even measure employment honestly as the truth is way more sinister than UE2/UE3 imply

shyts frustrating

Sowell's tap dance act truly rivals that of the good ol Rev Peterson, and Larry Elder. He can actually wax poetic about how great the black teen had it in the 1940s w/o skipping a beat. Such aggressive dishonesty take true skill.

Blah blah...if we get rid of minimum wage and welfare, then companies can start paying nikkers $1.15 n hour, and as a result that magical unemployment rate will go down. Cant vouch for that poverty rate, but at least them lazy negros will be working!! Hey, what did Bundy say about bringing back them cotton fields again?

Its just mind boggling how he gets away with this sht, but thats racism for you. You can make a great living in the conservative echo chambers by simply saying mean spirited things about blacks with unerring frequency, while also feigning concern by making stupid suggestions on how to "fix them"

because the problem with the public schools is the bureaucracy, so to fix the schools you have to get rid of regular schools

its delusional to think that you can fix the schools with the same bureaucracy that messed up the schools

If you get rid of "regular" schools whatever is left will be regular

And it's impossible to fix anything with a tool if you write off that tool. If you write off hammers you will never get a nail through a board with a hammer. But that doesn't mean the hammer won't work or isn't the best tool for that job

yeah the "regular schools" will be independently run charter schools and parents will have complete choice of where they want to send their kids to go to school, that is the whole point, you have to completely redefine what public school means
