I'm not very familiar with Canada but licensing, insurance, and social safety nets tend to be effective deterrents.
It would seem that a lot of what we use to keep skaters off sidewalks would help here. Higher shoulders, landscaping that acts as a barrier as well as other barriers. Over street crossing. For very busy pedestrian areas.What if this starts happening more regularly?

The problem you have here is that you're attempting to conflate a car that has the primary purpose of driving with a gun that has the primary purpose of killing and/or maiming.
