I'm not very familiar with Canada but licensing, insurance, and social safety nets tend to be effective deterrents.

It would seem that a lot of what we use to keep skaters off sidewalks would help here. Higher shoulders, landscaping that acts as a barrier as well as other barriers. Over street crossing. For very busy pedestrian areas.


A lot of these already exist.

The problem you have here is that you're attempting to conflate a car that has the primary purpose of driving with a gun that has the primary purpose of killing and/or maiming.
