What I think happened:

Tory shot the ground. Fragments hit Meg. Meg overexaggerated and said he shot her in both feet. But this dint make sense bc police would test the gun powder and arrest Tory for discharging / reckless action. But all they did was give him possession of firearm.

And this happened outside Kylie Jenner place, one of the most richest places on Earth.

So its likely that no gun was ever fired, Meg stepped on glass and made up the whole thing? ... idk
