The federal Bureau of Prisons (BOP) — before Trump — already had guidance for transgender (TGD) inmates. Their “Transgender Offender Manual” (from 2016) allowed that transgender offenders “may require … surgery” as part of their medically necessary car

Under Trump, that legal/medical mandate didn’t disappear: the 2018 DOJ budget memo referenced that statutory obligation
