He did this to essentially troll the country and distract from large issues. Its pretty obvious. It has Bannon's stink all over it. This is all to sow confusion and divide the country further.
However this smacks of desperation. He must be pissed about the Healthcare failure with the repubs, about Mueller, and the feud with Sessions.
