It's not a publicity stunt. He's facing charges, they believe its connected to a Rico act, no not the Rodeo one in Jersey. Something else.

He's has to get his affairs in order and then he'll turn himself in. They know where he is and don't consider him a flight risk, which is why they're allow him grace before he turns himself in. He doesn't know the extent of the charges yet.
