Keep track of who votes for the bill or shoots it down. If they shoot it down, they have to come back to their communities, and most have town halls. Put the pressure on them when they come home, and ask their reasoning.

This will be a long road and fight. We have to keep applying pressure, protesting and being a nuisance until it is seriously considered.
