What you're talking about is not canon. GTA 5 and GTA SA are in different universes. Ballas and Families are just based off of Bloods and Crips and so they appeared in GTA 5 again.

Rockstar was just playing off nostalgia with that. Basically a throwback. Rockstar has confirmed many times that GTA 4 and 5 are in another universe than the ast GTA games... Which is why we never seen any characters from Vice City, GTA 3 or SA return. Yes I'm that much of a nerd.
