Baltimore City has some of the worst public schooling in the country

If the public school system is failing, why not enroll them in private schools or charter schools?

Not only is the environment safer, the curriculum is straightforward and charter/private schools pick the best teachers for delivering quality education. School choice should make parents decide which is best for their children.
