Its hard to say since we hardly got to experience prime all might and Jotaro's strength varies from time to time.
Jotaro is smarter than all-might but All might is in way better physical condition. Star platinum can auto-block bullets 1 inch from jotaro's face and his stand ability makes him even harder to land a hit on. One for all is mad broken too though
